Operations Manager – Mozambique (national applicants only)

About INSO  

Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,500 NGOs operating in 24 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice.  

INSO Mozambique

The INSO Mozambique platform was launched in September 2022. Our team provides services from the Country Office in Maputo and the Field Office in Pemba, Cabo Delgado. INSO Mozambique supports more than 50 national and international NGO partners. Position Summary

Reporting to the Country Director, with functional support from the HQ Senior Operations Advisor and HR Advisor, the Operations Manager  oversees the effective management of INSO Mozambique’s core operational functions. The role combines human resources, legal and regulatory compliance, facilities and asset management, procurement and logistics, and internal security coordination. The OM ensures that these functions are well organised, compliant with INSO and local requirements, and responsive to the needs of the Country Office.

The OM will manage national HR processes and coordinate international staff matters with HQ, oversee facilities, assets and suppliers, lead procurement processes, and serve as the country-level focal point for internal security. The position may supervise Operations Officers or Assistants, depending on the Country Office structure.

Main Responsibilities

Legal, Compliance & Risk

  • Ensure INSO maintains all required national registrations, licences, permits, visas and work authorisations, with accurate records and timely renewals.
  • Monitor compliance with Mozambican legal, tax and employment requirements and advise management on relevant changes or risks.
  • Maintain appropriate operational controls and follow up on internal and external audit recommendations.
  • Coordinate international staff travel, visas and accommodation with HQ.
  • Maintain records of consultants and other legally required documentation.

Human Resources

  • Manage end-to-end recruitment and onboarding processes for national staff and coordinate international staff onboarding with HQ.
  • Implement INSO HR policies and ensure compliance with national labour legislation.
  • Oversee national staff performance management, leave and absence records, grievances and disciplinary processes.
  • Manage monthly national payroll, timesheets, statutory deductions, insurance and medical benefit administration.
  • Maintain accurate personnel records and support HR reporting, audits and KPI monitoring.
  • Act as the country focal point for HR projects, staff HR queries and safeguarding, coordinating with HQ on technical HR matters.

Facilities & Asset Management

  • Oversee the management and day-to-day functioning of INSO offices, accommodation, vehicles and other facilities.
  • Manage leases, service agreements and supplier contracts, including utilities, security and maintenance.
  • Maintain the country asset register and ensure assets and facilities meet required INSO standards.
  • Ensure offices have the services, supplies and equipment required for effective operations.

Procurement & Logistics

  • Serve as the country custodian and implementer of SOP2 and oversee compliant procurement and logistics processes.
  • Manage procurement planning, supplier relationships, contracts and procurement records, ensuring value for money and adherence to INSO and donor requirements.
  • Conduct supplier due diligence, including sanctions and counter-terrorism screening, and maintain an up-to-date supplier database.
  • Manage fleet-related processes in line with INSO policy.
  • Maintain a procurement tracking system and contribute to donor reporting on procurement, logistics and assets.
  • Ensure appropriate controls are in place to prevent fraud and corruption.

Security & Protection

  • Serve as the focal point for INSO Mozambique’s internal security matters and coordinate with the Global Security and Risk Manager and Security Advisor.
  • Support the implementation and regular updating of the Country Security Management Plan (CSMP) and Security Risk Assessment (SRA).
  • Oversee security arrangements for offices, vehicles and assets, including coordination with guards and drivers.
  • Ensure staff, consultants and visitors receive appropriate security briefings and country-specific guidance.
  • Coordinate arrival, visitor and pre-departure security information and ensure relevant checklists and records are maintained.

Capacity Building & Reporting

  • Train and support Operations staff and provide annual refresher training on relevant SOPs, particularly SOP2 and SOP3.
  • Lead the implementation of new HQ policies and operational procedures at country level.
  • Maintain the INSO Mozambique SharePoint country page and ensure operational information is up to date.
  • Prepare accurate and timely operational reports for HQ and donors

Requirements

Essential

  • At least 5 years of progressive professional experience in Human Resources, logistics, facilities management, and procurement.
  • At least 2 years of experience working for an NGO or international organisation.
  • Fluency in English and Portuguese, both written and spoken.
  • Highly self-motivated, solution-oriented, and strategic, with strong problem-solving skills and the ability to manage multiple priorities and meet deadlines.
  • Proficiency in MS Office programmes and experience managing databases.
  • Previous experience or knowledge of logistics and procurement.
  • Bachelor’s degree in a relevant field from a recognised higher education institution.

Desirable

  • General knowledge of donor procurement regulations.
  • Previous knowledge of INSO and an affinity with its mission.
  • Experience as a user or administrator of Human Resources Management Systems (HRMS).

Terms and Conditions

  • Contract Type: One-year fixed-term contract, renewable subject to satisfactory performance, organisational needs, and funding availability.
  • Location: Maputo or Pemba, with the final duty station determined according to operational needs.
  • Working Hours: Full-time position, in accordance with INSO policies and applicable labour legislation in Mozambique.
  • Probationary Period: Employment will be subject to a probationary period in accordance with applicable Mozambican labour legislation.
  • Salary and Benefits: Salary and benefits will be in accordance with the applicable INSO salary scale, policies, and terms and conditions of employment.
  • Eligibility: The successful candidate must have the legal right to work in Mozambique and meet all applicable employment and immigration requirements.
  • Travel: The position may require travel within Mozambique, including to INSO Field Offices, depending on operational needs.
