MEAL Manager- HQ, The Hague

Organization Background

Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,350 NGOs operating in 22 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice.

Job Summary:

Are you driven by purpose, data, and learning? INSO is looking for a passionate and experienced Monitoring, Evaluation, Accountability, and Learning Manager to shape how we measure, communicate, and learn from our impact, supporting humanitarian aid workers around the world. Based at our HQ in The Hague, you lead the development and implementation of INSO’s Monitoring, Evaluation, Accountability, and Learning systems across our global operations. Your work focuses primarily on monitoring impact for accountability and reporting, while also strengthening internal learning and program development over time. You revise and enhance INSO’s MEAL frameworks to reflect our complex, high-value contributions as a dynamic and growing organization. Reporting to the Director of Field Programs, you collaborate closely with both field and HQ teams to ensure we are not only delivering results, but also learning and improving as we go.

Key Responsibilities

 Operationalizing and Improving INSO’s Impact Framework:

  • Operationalize the global Impact Framework, including implementing and adopting indicators at the field level.
  • Finalize the global MEAL Plan, including data collection, calculation methodologies and tool development.
  • Develop the framework for a centralized MEAL database across the organization, in collaboration with the headquarters teams, as well as country Information Managers
  • Collaborating with the Program Team to articulate the tools and guidelines required to establish high quality standards, ensure harmonization, and develop tools for outcome collection

Internal Learning, Support and Training:

  • Lead the training and orientation of relevant personnel in INSO’s MEAL framework and approaches, including data collection, analysis and storytelling.
  • Document the minimum learning standards, competency frameworks and good practices in MEAL
  • Serve as organization-wide technical referent for MEAL, supporting integration into programming and identifying development opportunities.
  • Develop an internal learning framework, from collection to visualization, to demonstrate INSO’s impact and lessons learned.
  • Lead internal evaluations of INSO field programs and support external evaluations and third-party monitoring activities.
  • Establish channels and platforms for pro-active and inclusive learning, development, innovation, and collection of best practices.

Communication and Engagement:

  • In coordination with grants and communication staff, develop systems and approaches to integrate MEAL outcomes with reporting to partners, donors, and regulators.
  • Develop periodic impact reports for senior management and Board of trustees, donors, annual reports, presentations, website etc. as needed.
  • Serve as INSO focal point for external MEAL processes and Strategic Reviews. Ensure follow-up on recommendations
  • Participate in presenting and demonstrating INSO’s impact at meetings, conferences and other events as needed.
  • Lead periodic workshops, and develop other strategies, to disseminate learning, success stories and methodologies throughout INSO.
  • Ensure that MEAL systems contribute to INSO’s image as a professional, accountable, and sector-leading organization.

Capacity Building

  • Develop and deliver trainings/workshops to drive the uptake of MEAL resources, optimize MEAL processes and increase MEAL knowledge and skills among country office and HQ colleagues
  • Provide mentoring for country office focal points for tracking and implementing MEAL plans.

Qualification

Essential:

  • 7+ years of experience designing and implementing Monitoring, Evaluation, Accountability and Learning systems for emergency, early recovery and/or development projects.
  • 3+ years of senior management experience at HQ level or in large field projects (leading technical teams, designing MEAL strategies and systems in complex organizations or projects)
  • Experience designing and implementing MEAL systems for donor-funded programs such as DG ECHO, USAID, FCDO, SDC, SIDA, German MFA, etc.
  • Demonstrable understanding of implementing results-based monitoring, evaluation and learning systems, results frameworks and theory of change methodology in NGO projects.
  • Experience in capacity building for MEAL Framework, Evaluation, Outcome Harvesting
  • Excellent command of MS Office applications
  • Master’s degree in a relevant field (Statistics, Political Science, International Relations etc.)
  • Excellent communication and interpersonal skills, building relationships with diverse stakeholders and working effectively in a multicultural environment.
  • Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced and dynamic environment.

Nice to Have:

  • Proficiency in other languages, particularly French, Spanish, or Arabic, would be an advantage.
  • Working experience from the field, in humanitarian organizations and countries currently covered by INSO.

Terms & Conditions

Fixed-term (renewable) full-time contract based in The Hague, Netherlands, EUR 5,688 per month, 8% vacation pay (vakantiegeld), 2.5 days annual leave per month.  INSO will provide Basic Premium ONVZ health insurance to you and your dependents. This position is eligible for a Highly Skilled Migrant visa and relocation allowance.
