Information Manager-Lebanon

Organization Background:

Founded in 2011, the International NGO Safety Organization (INSO) is an international non-governmental organization that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

INSO provides daily support to more than 1200 NGOs operating in 16 of the world’s most insecure countries. INSO is headquartered in The Hague, Netherlands- the international city of peace and justice.

INSO Lebanon:

INSO Lebanon launched in October 2024 during the peak of the Israel-led war. It serves more than 115 international and national NGOs from the country office in Beirut. Our partners rely on INSO analysis and advice to deliver services to people in need, ever more since the end of the Israeli attacks have allowed the resume of operations and resulted in multiplied staff movements. Despite a tangible reduction of the number of incidents since the signature of the November 27 ceasefire, NGOs in Lebanon continue to face safety and access challenges across the country. Working with us provides an opportunity to gain insight into the complex drivers of instability and contribute to the smooth delivery ok key humanitarian assistance to conflict-affected Lebanese communities.

Job Summary:

 As the Information Manager, you are responsible for complete understanding of all Conflict & Humanitarian Data Centre (CHDC) data entry, capabilities, storage, and security.  You are the focal point for CHDC and the Partner’s Portal (IPP). In addition, you will provide technical support to the programs team for creating visualizations and dashboards.

 Key Responsibilities:

Conflict & Humanitarian Data Centre (CHDC)

  • Serve as the focal point for CHDC, maintaining expert knowledge of its methodology and use.
  • Ensure accurate categorization, timely updates, and appropriate access to all recorded information.
  • Monitor data quality and continuously improve the accuracy and precision of collected data.
  • Deliver CHDC training and onboarding sessions to relevant staff.

INSO Partners Portal (IPP)

  • Act as the focal point for IPP, with full understanding of the partner registration process.
  • Support partners through registration, addressing queries and troubleshooting issues.
  • Monitor and maintain up-to-date registration records of INSO partners.

Data Visualization & Analysis

  • Collaborate with the team to identify information needs and data sources.
  • Aggregate and analyze data to produce high-quality visual products (maps, graphs, dashboards).
  • Support INSO’s analysis and help NGOs better understand the conflict environment.
  • Provide visual and analytical support to field missions as needed.

Technical Reference & Information Management

  • Manage and regularly update SharePoint folders with relevant documents and tools.
  • Ensure organized and accessible storage of reference materials and technical resources.

Requirements:

  • Work experience in data management and visualization, in a similar humanitarian organization and context
  • Experience in GIS tools such as ArcGIS, QGIS, etc.
  • Experience with Power BI and DAX, or similar BI software (Tableau, Looker studio, etc.)
  • Knowledge of database management using SQL
  • Fluency in English
  • University degree or equivalent in Information Systems, Computer Science, Data Management, GIS, or relevant field
  • Ability to adapt to multi-cultural and diverse social backgrounds.
  • Understanding and commitment to the humanitarian principles of independence, impartiality and neutrality.

Nice to have:

  • Knowledge in scripting languages such as Python or R
  • Knowledge of Arabic language
  • Familiarity with the operating environment in Lebanon

Terms & Conditions:

This is a five-month contract which may be extended to one year pending the availability of funding. Duty station will be INSO’s office in Beirut although INSO offers flexible working conditions opening to limited work-from-home modalities.
