Organization Background
Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,350 NGOs operating in 22 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice.
INSO Syria
The International NGO Safety Organisation (INSO) supports over 215 NGOs delivering vital assistance to approximately 13.1 million people across Syria. Launched in 2014 as an emergency response, the Syria program has since expanded into a regional operation covering all major response hubs. We are currently seeking a qualified and motivated HR Officer to join our team in Damascus.
Main Responsibilities
Compliance & Government relations
- Ensure HR policies comply with Syrian labour laws.
- Track and act on contract dates (e.g. probation, renewal, expiration).
- Liaise with local authorities (e.g. tax office, Ministry of Labour) as needed.
- Coordinate proper documentation for incoming/outgoing staff (visa, work permit, INSO card, etc.).
Recruitment & Onboarding
- Support the full recruitment cycle: posting, interviews, contracting, onboarding, and offboarding.
- Draft contracts and amendments using standard templates and legal requirements.
HR Administration
- Prepare HR documents (e.g. termination letters, acting allowances).
- Maintain accurate, complete HR files and trackers (e.g. leave, emergency contacts, visas).
- Update and monitor HRIS regularly.
- Coordinate payroll for national staff and field monitors, addressing related queries with Finance.
- Act as focal point for staff insurance and related inquiries.
Employee support & Coordination
- Provide first-line HR support to staff and managers in line with INSO policies.
- Assist the HR Manager and Operations Manager with employee relations, planning, and internal communications.
- Support audits and inspections as required

Requirements
Essential
- At least 2 years of HR experience.
- Strong knowledge of local labor law.
- Fluency in Arabic and good working knowledge of English (spoken and written).
- Proficiency in Microsoft Office and HRIS systems.
- Hands on payroll experience.
- Bachelor’s degree in HR, Business Administration, or related field.
Desirable
