Finance Manager – Colombia

Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.
INSO provides daily support to more than 1200 NGOs operating in 17 of the world’s most insecure countries.
INSO is headquartered in The Hague, Netherlands- the international city of peace and justice.

INSO will launch operations during September 2024. The security context in Colombia is complex. INSO will open a country office in Bogota and additional sub offices in the country to deliver the full suite of INSO activities and products.
Job Summary
As the Finance Manager, you work closely with the Country Director and are responsible for protecting the financial health and integrity of the project. You implement appropriate accounting and financial procedures and policies, provide financial data and strategic planning and prepare for audits. You will also be in charge of capacity building staff in financial management and procedural compliance. This position is based in Bogota, Colombia and may require field trips in country.
Main Duties and Responsibilities
- Ensure proper financial set up in country with a complete review and integration of local tax and financial obligations in Colombia as per the local laws.
- Oversee financial record keeping; control and reconcile the documentation, upload the financial information into financial system.
- Provide Finance Director with reconciliation of banks and cash, payroll and tax, revenue, A/R and A/P accounts.
- Develop, in coordination with other departments, the annual budget of the project.
- Prepare forecasts and monitor expenses, identify funding gaps.
- Support Country Director in the grants management function, including providing information required for proposals and grant modifications, and participate in negotiations.
- Prepare the financial statements for grants reporting.
- Ensure all financial practices implemented in country comply with the up-to-date INSO procedures and donors’ regulations.
- Oversee the statutory reporting to local authorities.
- Lead the year-end process and timely provide the required information for the consolidation of INSO global financial statements.
- Meet external reporting deadlines; prepare budgets and reports with exactness and compliance; liaise with donors and HQ when necessary.
- Act as a focal point during audits, and enforce internal and external audit recommendations in a timely fashion.
- Make recommendations for ongoing improvements in functionality as required.
- Manage the finance department, partake in the recruitment process, orientation and training of staff with financial functions.
- Participate in making key decisions at the country level by participating in a Country Management Team.
Requirements
- A Degree in finance, accounting, or a relevant field.
- Excellent English and Spanish language skills, both written and verbal.
- Donor/contract management experience and donor policy knowledge.
- Minimum 5 years of relevant work experience with NGOs.
- Staff management experience.
- Experience in staff capacity development.
- High attention to detail.
- In-depth knowledge of financial regulations and account processes, including proficiency in financial software systems (preferably SUNSYSTEM), and proficiency in Microsoft Office tools.
- Ability to process large amounts of data.
- Ability to handle multi-donors and multiyear budgets.
- Strong ethics, with ability to manage confidential data.
Desirable
- Professional qualification as CPA/ACCA is considered a plus.
- Acceptance and understanding of humanitarian principles.
- Familiarity with the operating environment in Colombia, including the legal framework.

Terms & Conditions
This position is based in Bogota, Colombia with a start date in November 2024.
12-month contract, €5,500 per month salary, 4 calendar days annual leave per month, housing allowance, global medical coverage (excluding USA) and AD&D insurance.
