About INSO

Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,500 NGOs operating in 24 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice.

INSO Southeast Asia

The INSO Southeast Asia platform is launching in response to requests for support in safety coordination from NGOs working in the region. INSO will support NGOs providing much-needed humanitarian assistance amid a complex safety and access environment. The team will harness data and insights to provide timely analysis and coordination services to assist humanitarians navigating significant risks to staff and beneficiaries. As part of the INSO Southeast Asia team, you will be playing an active and impactful role in assisting the delivery of aid to people in significant need.

Job Summary

INSO is seeking an experienced Country Administration Manager to support the Head of Mission in managing the operational, human resources, and financial functions of INSO Southeast Asia’s offices in Thailand and Myanmar. The position will be based in Chiang Mai with occasional travel to Bangkok, Yangon and possibly other locations in the region.

The CAM will be responsible for overseeing facilities and asset management, procurement, and logistics, as well as implementing safety and security protocols and ensuring adherence to IT policies. The CAM will handle all HR-related activities, including recruitment, onboarding, and performance monitoring, while also ensuring that financial operations, such as budget development, grants management, financial record-keeping, and audit compliance are conducted effectively

Responsibilities 

Finance

  • Manage day-to-day financial operations, ensuring accurate recordkeeping, reconciliation and monthly closure.
  • Develop and monitor budgets, forecasts and financial reports in coordination with HQ.
  • Oversee cash flow, compliance with donor requirements and lead audit preparedness

Human Resources

  • Ensure compliance with INSO’s staff regulations and national labor laws.
  • Lead national staff recruitment and onboarding.
  • Maintain accurate HR records in HRIS systems and manage payroll, taxes and national staff insurance.

Legal & Compliance

  • Ensure legal registration, timely reporting, and compliance with national laws.
  • Coordinate visas, work permits and residency for international staff.
  • Manage relationships with legal advisors and implement audit recommendations.

Facilities & Asset Management

  • Oversee office and guesthouse operations, utilities and maintenance.
  • Maintain an updated asset register; manage vehicle servicing, documentation, and fuel usage tracking.

Procurement & Logistics

  • Ensure compliance with procurement policies, donor regulations.
  • Conduct supplier vetting, market surveys and manage contracts with vendors and landlord.
  • Implement controls to prevent fraud; manage fleet operations and generator usage.

Safety & Security

  • Support Senior Management Team in securing INSO facilities, assets and staff.
  • Maintain and update Country Security Management Plans and Risk Assessments.

IT

  • Ensure that the country SharePoint folders follow the IT Policy.
  • Ensure staff are trained and comply with INSO IT policy guidelines.

Act as the country point of contact for the management of INSO email addresses and HQ IT support.

Requirements

Essential:

  • Minimum 5 years of progressive professional experience in managing supporting services: HR, finance, logistics, facilities, and procurement.
  • Proficient use of MS Office suite, financial and HR database management.
  • Fluent spoken and written English and Thai language skills.
  • Right to work in Thailand
  • Experience working in an international NGO or similar environment
  • General knowledge of donor procurement regulations.
  • Excellent organizational and multitasking abilities.
  • Willingness to travel to INSO Southeast Asia project offices in the region including Myanmar

Nice to Have:

  • Experience in SUNSYSTEM and Q&A reporting tool
  • Knowledge of INSO and affinity with its mission.
  • Strong understanding of legal and regulatory requirements in the country.
  • Prior field experience in Southeast Asian countries in a similar position.
  • Another language such as Burmese or experience working on Myanmar

  • Leadership & stakeholder coordination: Manages and develops teams, fosters collaboration across departments, and engages with internal management and external partners to support INSO’s mission.
