Organisation Background
Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts.
INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.
INSO works in 26 of the world’s most insecure countries with its headquarters in The Hague, the international city of peace and justice.
INSO country program overviews Southeast Asia
The INSO Southeast Asia platform is launching in response to requests for support in safety coordination from NGOs working in the region, with an initial focus on Thailand and Myanmar. INSO will support NGOs providing much-needed humanitarian assistance amid a complex safety and access environment. As part of the INSO Southeast Asia team, the position will be playing an active and impactful role in assisting the delivery of aid to people in significant need.
Job Summary
The Head of Training Southeast Asia (HTSEA) will lead INSO’s Capacity Building and Training program initially focusing on Thailand and Myanmar. The position will manage training teams and ensure innovative, safe and compliant learning solutions for humanitarian partners in highly constrained environments.
The HTSEA position will manage two training teams and oversee in-person, blended and alternative learning formats. The position will develop partner-centred, low-bandwidth and remote learning solutions adapted to restricted-access contexts ensuring compliance with INSO Training Service Delivery Standards (SDS) and contributing to global learning innovation.
Key responsibilities
Lead and manage the regional training and capacity building programme
- Lead the Thailand and Myanmar training teams under a unified strategy.
- Align all training activities with INSO standards.
- Ensure coherence with INSO information and analysis services.
Develop innovative and safe learning solutions
- Design blended, remote and alternative learning formats.
- Develop low-bandwidth and no-tech solutions for exposed partners.
- Integrate digital safety and Do No Harm into programme design.
Ensure SDS compliance and quality
- Ensure full SDS compliance across all learning activities.
- Develop and implement compliance action plans.
- Contribute to global SDS and learning standards.
Analyze partner needs and plan the response
- Lead Training Needs Assessments.
- Design Annual Training Plans based on partner priorities.
- Manage budgets, staffing and learning resources.
Oversee quality delivery, MEAL and logistics
- Ensure quality delivery, monitoring and reporting.
- Enforce INSO Code of Conduct and safeguarding standards.
- Maintain strong acceptance of training activities.
- Oversee databases, session reporting and learning evaluation.
- Identify and implement logistical and technical solutions adapted to learning service needs.
Lead and develop the team
- Recruit, mentor and manage training staff.
- Foster a culture of learning, accountability and innovation.
- Ensure staff performance and development.
Maintain high level standards
- INSO staff are, first and foremost, aid workers upholding humanitarian principles in their duties and behaviours.
- Represent INSO in the field and during external engagements, enhancing our reputation through professionalism and quality service to partners.
- Adhere to INSO’s high standards for procurement, service delivery, safety, and security, contributing to continuous improvement within the framework.
Main Requirements
Essential
- Minimum 5 years of experience in humanitarian training, safety, or access programming.
- Proven experience in curriculum development, training assessment, and adult learning.
- In-depth knowledge of digital, remote, and blended learning methods, particularly those suitable for environments with limited or no technology.
- Demonstrated understanding of Internal Quality Assurance (IQA) principles and practices.
- Solid grasp of NGO safety and security protocols, personal safety measures, humanitarian principles, access issues, and negotiation techniques.
- Hands-on experience operating in conflict zones, including high-risk or restricted environments.
- Graduate degree in education, humanitarian studies, or related field
- Exceptional organisational abilities and strong networking skills.
- Excellent written and verbal communication in English.
Other
- Willingness to travel frequently between Myanmar and Thailand.
- Able to work effectively in areas with basic infrastructure and intermittent connectivity.
Desirable
- Ability to speak Burmese or Thai.
- Holds a project management qualification.
- Familiarity with technical/digital training tools (e.g., Learning Management Systems, mobile applications, low/no-tech solutions) or previous collaboration with IT experts.
- Familiarity with INSO’s mandate and services.
- Knowledge of humanitarian coordination mechanisms.

Terms & Conditions:
12-month renewable contract, €5,500 per month salary, 4 calendar days annual leave per month, housing allowance, global medical coverage (excluding USA) and AD&D insurance.
