Information Manager – Cameroon (national staff only)

Organization Background 

Founded in 2011, the International NGO Safety Organization (INSO) is an international non-governmental organization that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training. 

INSO provides daily support to more than 1000 NGOs operating in 16 of the world’s most insecure countries.  INSO is headquartered in The Hague, Netherlands- the international city of peace and justice. 

INSO Cameroon 

INSO Cameroon began as part of the Lake Chad Basin program in 2017 and launched as a stand-alone platform at the end of 2021.  Today, the program operates regional offices in Maroua, Buea and an antenna in Bamenda, with its country office in Yaoundé. The Northwest, Southwest, and Far North regions face significant humanitarian needs due to conflicts between armed groups, intercommunal violence, climate hazards, and weak socioeconomic infrastructure. As part of INSO Cameroon, you will support over 120 local and international NGOs in these areas, helping them safely deliver life-saving humanitarian aid. 

Job Summary: 

As the Information Manager, you will manage the Information Team within a country programme. be responsible for complete understanding of all Conflict & Humanitarian Data Centre (CHDC) data entry, capabilities, storage, and security. You are the programme focal point for the CHDC and the Partner’s Portal (IPP) and facilitates partner registrations.  In addition, you will also provide technical support for creating visualisations and dashboards. 

This position is based in Yaoundé (Cameroon), with regular field activities in Northwest, Southwest and Far North Regions and reports to the Deputy Director. 

Main Responsibilities: 

Conflict & Humanitarian Data Centre (CHDC) 

  • Be the focal point of CHDC and understand the methodology with expert knowledge of the platform 
  • Ensure that information recorded is correctly categorized, promptly updated, and is properly accessed 
  • Monitor, assess, and continuously improve the accuracy and precision of data collected 
  • Provide CHDC training and inductions to new and current staff 

INSO Partners Portal (IPP) 

  • Be the focal point of IPP and understand the registration process 
  • Guide the partners through the registration process and provide solutions to questions about the system 
  • Monitor and update the registration of INSO partners through the IPP 

Visualization activities 

  • Fill information needs and sources in collaboration with the Safety Advisors and Operations team 
  • Aggregate data for analysis and presentation 
  • When needed, produce high quality maps, graphs, and other products to support INSO’s analysis and facilitate NGOs’ understanding of the conflict 
  • Provide visual-relevant inputs to field missions, intended to gather data for INSO outputs 

Technical Reference 

  • Actively work with Program, Operations, and Training departments to understand and respond to their needs 
  • Train Information Officers/Assistants, Safety Advisors (and Assistants), or any other position on data-entry responsibilities and data integrity 
  • Manage and regularly update SharePoint folders with relevant materials 
  • Gather materials for advertising INSO services under the guidance of the corresponding departments

Management 

  • Supervise and support the GIS Officer 
  • Provide technical training and recruitment for the team 
  • Uphold data security practices and confidentiality 

Requirements 

Essential: 

  • 5 or more years of experience in data management and visualization, in a similar humanitarian organization and context 
  • Experience with Power BI and DAX, or similar BI software (such as Tableau) 
  • Knowledge of database management using SQL 
  • Knowledge in scripting languages such as Python or R 
  • Knowledge and understanding of theories, concepts and approaches relevant to GIS and the management of information in crises contexts 
  • Fluency in English (and preferably French) language, both written and verbal 
  • Position restricted to citizens/residents of the country only.
  • Master’s degree or equivalent in Information Systems, Computer Science, Data Management, GIS, or relevant field 

Nice-to have: 

  • Staff management experience 
  • Experience with ArcGIS and strong technical skills including creating topologically correct shapefiles and geodatabases 
  • Prior knowledge of relevant region context is an asset, working experience in this region a plus 
  • Working experience with humanitarian organizations, particularly with NGOs
