Operations Manager -Cameroon (national staff only)

Organisation Background

Founded in 2011, the International NGO Safety Organization (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training. INSO provides daily support to more than 1,500 NGOs operating in 24 of the world’s most insecure countries. INSO is registered in the Netherlands, with its headquarters located in The Hague, a city renowned for its international focus on peace and justice.

INSO Cameroon

INSO began operating in Cameroon in 2017 and became a stand-alone program in 2021. We work from Yaoundé, Maroua, Buea, and Bamenda, supporting over 120 NGOs navigating the security challenges in the Northwest, Southwest, and Far North regions. Our goal is to help partners deliver life-saving aid safely and effectively.

We are now seeking an Operations Manager, based in Yaoundé with occasional travel.

Job Summary

The Operations Manager reports to the Country Director and is functionally supervised by the Director of Operations. You will oversee all Operations functions: HR, legal and compliance, procurement, logistics, facilities, and asset management.

Key Responsibilities

Human Resources

  • Lead all local recruitments.
  • Ensure compliance with HR regulations and national labor law.
  • Manage onboarding, induction, performance, grievances, and discipline.
  • Maintain leave records, payroll, taxes, and insurance.
  • Support audits and HQ reporting; maintain personnel files.
  • Act as safeguarding focal point.

Legal & Compliance

  • Maintain INSO’s registration and regulatory documentation.
  • Track renewals for registrations, visas, and work permits.
  • Ensure compliance with national tax obligations.
  • Oversee legal guidelines, internal controls, and audit follow-up.

Facilities & Asset Management

  • Manage office premises, contracts, utilities, vehicles, and supplies.
  • Maintain asset registers and ensure compliance with asset procedures.

Procurement & Logistics

  • Enforce procurement policies and SOP2.
  • Oversee procurement cycles, market surveys, supplier vetting, and vendor relations.
  • Maintain accurate procurement files and trackers.
  • Manage fleet and support donor reporting.

Safety & Security

  • Coordinate follow-up on security audits and documentation (CSMP, SRA).
  • Ensure staff security briefings and facility/asset protection measures.
  • Manage visitor arrangements and security onboarding.

Capacity Building & Reporting

  • Train new Operations staff and lead refresher trainings.
  • Implement new policies and maintain the country SharePoint.
  • Produce timely reports for HQ and donors.

Key Requirements

Mandatory

  • Minimum 5 years’ experience in HR, logistics, procurement, or facilities.
  • At least 2 years with an NGO or international organisation.
  • Fluency in French and English.
  • Proficiency in MS Office and database tools.
  • Strong problem-solving, organisational and multitasking skills.

Desirable

  • Experience in logistics and procurement.
  • Knowledge of donor regulations.
  • Familiarity with INSO’s mission.
  • HRMS experience.
  • Previous work experience in Cameroon.

  • Accountability – Owns processes, documentation, deadlines, and quality standards with reliability and transparency.
