Finance Manager – Ukraine
Organisation Background
Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.
INSO provides daily support to more than 1000 NGOs operating in 16 of the world’s most insecure countries. INSO is headquartered in The Hague, Netherlands- the international city of peace and justice.
INSO Ukraine
INSO Ukraine opened in 2015. Since the escalation of conflict in February 2022, it has rapidly expanded to a full platform serving the needs of NGOs in a fast-evolving conflict. Currently, nearly 200 national and international NGOs receive INSO services. Our country office is in Kyiv, supported by field offices in Lviv, Dnipro, and Odesa. The scale and intensity of the Ukraine conflict have seen significant humanitarian safety challenges. As part of INSO Ukraine, you will play a key role in developing impactful services for humanitarian safety and helping aid to reach people in need.
Overall Purpose of Role:
The Finance Manager work closely with the Director and has the responsibility to protect the financial health and integrity of the project with enforcing appropriate accounting and financial procedures and policies; providing timely an accurate financial data to enable project orientation, planning and decision; meeting the external reporting and audits requirements; orienting staff in financial management, audits, and procedures compliance.
Main Duties and Responsibilities:
- Oversee financial record keeping; control and reconcile the documentation, upload the financial information into financial system.
- Provide Finance Director with reconciliation of banks and cash, payroll and tax, revenue, A/R and A/P accounts.
- Develop, in coordination with other departments, the annual budget of the project.
- Prepare forecasts and monitor expenses, identify funding gaps.
- Support Country Director in the grants management function, including providing information required for proposals and grant modifications, and participate in negotiations.
- Prepare the financial statements for grants reporting.
- Ensure all financial practices implemented in country comply with the up-to-date INSO procedures and donors’ regulations.
- Oversee the statutory reporting to local authorities.
- Lead the year-end process and timely provide the required information for the consolidation of INSO global financial statements.
- Meet external reporting deadlines; prepare budgets and reports with exactness and compliance; liaise with donors and HQ when necessary.
- Act as a focal point during audits, enforce internal and external audit recommendations in a timely fashion.
- Make recommendations for ongoing improvements in functionality as required.
- Manage the finance department, partake in recruitment process, orientation and training of staff with financial functions.
PERSON SPECIFICATION
Knowledge, Skills and Experience
Essential:
- A Degree in finance, accounting, or relevant field.
- Excellent English language skills, both written and verbal.
- Donor/contract management experience and donor policy knowledge (preferably ECHO, DFID, SDC and or OFDA)
- Minimum 5 years of relevant work experience, preferably with NGOs.
- Staff management experience.
- High attention to detail.
- In depth knowledge of financial regulations and account processes.
- Proficiency in financial software systems (preferably SUNSYSTEM), and proficiency in Microsoft Office tools.
- Ability to process large amounts of data.
- Ability to handle multi donors and multiyear budgets.
- Time management skills.
- Strong ethics, with ability to manage confidential data.
Nice to Have:
- Professional qualification as CPA/ACCA is considered a plus.
- Acceptance and understanding of humanitarian principles.
- Familiarity with the operating environment in Ukraine, including the legal framework.
- Knowledge of Ukrainian or Russian languages.

Terms and Conditions
12-month contract, €5,000 per month salary, €1,200 monthly housing allowance, 4 calendar days annual leave per month and 3 days of R&R every 3 months, global medical coverage (excluding USA), $200,000 AD&D coverage. The expected start date is 1 May 2023.
